PCIC — Protect the Chignecto Isthmus Legal Defence Fund
New Brunswick isn’t going to win a clean environment for free. A 500-megawatt gas-and-diesel plant was approved on the Chignecto Isthmus — a globally significant wildlife corridor connecting New Brunswick and Nova Scotia. We’re fighting the approval in court. What’s at stake
NB Power and U.S. company ProEnergy are building RIGS — a gas-and-diesel peaker plant — directly on a land bridge that migratory birds and Nova Scotia’s endangered mainland moose depend on.
A critical wildlife corridor
Construction fragments habitat on the Isthmus, one of the few connected land bridges left between the two provinces.
Air and water impacts
Nitrogen dioxide and particulate emissions are projected to exceed Canadian air quality standards on both sides of the border.
Multi-decade emissions
RIGS locks in gas-and-diesel generation for decades, at odds with provincial, federal, and Paris-aligned climate targets.
A cheaper option, ignored
Expert evidence showed battery storage was a viable, cost-effective alternative that regulators didn’t properly examine.
The red flags
The approval process itself is part of what we’re challenging.
$55.1M pre-approval contract…
Signed before the public had a say…
New Brunswick’s Auditor General found NB Power signed this contract with ProEnergy before the plant was even approved — exposing ratepayers to financial penalties either way.
May 29, 2026 approval
Approved despite the evidence
The Energy and Utilities Board approved RIGS anyway, even with the battery-storage analysis and ratepayer risk on the record. The Board admitted in their final statement that they did not have enough data to make an informed decision about alternatives, AND that NB Power failed to follow their own regulatory procedures.
